Re: The situation at Cat Lai terminal after the implementation of the Decree no. 34/2010 by the Government on penalizing container truck drivers without FC driving license

First of all, we would like to express our sicere thanks to you for your close cooperation and valuable support during past time.
As you may have known, the implementation of the Decree no. 34/2010/ND-CP dated April 02, 2010 by the Vietnamese Government on the compulsory requirement of FC driving licenses for the drivers of the container tractors has been carried out since July 1st 2010, since then, many drivers who have not got an FC driving license yet were compelled to stop their work, which dramatically laid a negative influence on business performance of Importers/Exporters, operations of Shipping Lines/Agents as well as cargo circulation ability of container terminals as demonstrated by the public media in the recent time. In such context, Saigon Newport Corporation (SNP) has applied the measures and solutions to deal with the situation as follows:
1. To rmake the re-arrangement of the yard and ensure optimal yard and berth planning to increase storage capacity, maintain high vessel handling productivity and positively respond to all arising demands from our customers.
2. To enhance waterway transport to dispatch cargos to ICDs. To increase the fleet of trucks carrying container from Cat Lai terminal to the ICDs with the drivers of SNP having FC driving licenses
3. To collaborate with Shipping Lines/Agents and Customs Office to transfer all inbounds dropped at CY of Tan Cang – Cat Lai Terminal for more than 20 days to Tan Cang Terminal for delivery to consignees (upon the consent of Customs Office).
4. To propose our valuable Shipping Lines/Agents and Shippers/Consignees to register delivery/receipt of cargos and stuffing/unstuffing at Tan Cang Terminal (outbounds handled at TCCT, inbounds stuffed at Tan Cang Terminal…)
5. Together with the trucking companies to attend the meeting with the Transportation department of Ho Chi Minh city and the inspection delegation of the Vietnam Road Department organized on July 7th 2010 to consider the Decision No . 977/QD - BGTVT on the training, testing and licensing drivers for the FC class driver's license. At the meeting, the trucking companies mentioned the difficulties of the implementation of this Decision and asked the Ministry of transport to postpone the penalty on the drivers having no FC licenses until December 31st 2010 and extend the subjects being allowed to take the exams for FC licenses.
As the results, Cat Lai terminal and other premises of SNP have ensured the smooth operations and productivity. The current CY occupancy at Cat Lai is 77.7%. The net and port-stay handling productivity is 57.4 and 48.6 moves/ vh respectively. The truck- turn around time at cat Lai is 0.6 hour/container.
