At the conference, SNP’s leader reported causes which had led to Cat Lat Terminal’s congestion, such as: influences of May events (long holidays; valdalism in Binh Duong province, Dong Nai province); congestion in other ports in Asia causing chain-reaction in berthing schedules; new customs program VNACCS/VCIS and container scanning requirements causing longer procedure in early phase; increment in import-export causing yard overload; traffic jams in routes leading to Cat Lai, tightening in truck load test;…

Therefore, SNP has imployed many solutions, such as: increasing capacity, flexible operation, price policies, operation policies, container norms, working with Customs to improve the process… SNP leaders insisted that the operations at Cat Lai Terminal have been stabilized and returned to normal.
SNP also proposed that the Ministry of Transport and other relevant ministries moved the truck weight station at Cat Lai gate to a more appopriate place, proposed that the Customs Offices (in Hochiminh city and other provinces) allowed more flexible procedure, suggested that SNP will use its own fund to dredge Soai Rap river, proposed that the Ministry of Defense give directives to soon finish the Hochiminh – Long Thanh highway and allow more traffic to encourage the container operations at Cai Mep area…
The Minister said that after field inspection, the congestion at Cat Lai Terminal has basically been solved and was not as dramatic as mentioned in the press. However, to actively prevent the same situation in the future, he also directed other relevant ministries and SNP to carry out strategic solutions to to ensure smooth operation in Cat Lai Terminal, to guarantee import- export activities not only in HCMC but also in South area of Vietnam.

“The ministry of Transport feels much sympathized with enterprises’ difficulties. And the congestion at ports in HCMC area is part of the government’s responsibility. Clearly, the unpratical strategies and forecast of development and the unsynchronized infrastructure investment and development has led to the congestion. To solve this, we need synchronized and comprehensive solutions and consensus between enterprises, carriers and shippers:" said the Minister.
According to the Minister, on August 5th, the Ministry of Transport will held an nationwide online conference with enterprises, shipping companies for reports on current advantages and disadvantages, so as to find feasible solutions. He also directed the Ministry of Finance, Ministry of Transport, and the Department of Customs to collaborate to solve difficulties,
